Are there any airlines out there that allow small pets in the cabin??

More than half of the world;s airlines do allow small pets in the cabin. they must weight 15 lbs or less and be less than 10 1/2 inches tall.
It also depends on the country of origin and the country you are flying to as some countries do not allow pets to arrive in the country for immigration reasons. The rules vary by airline and I would need more information to properly answer your question.
