picking up small dog in portugal

hi, I'm from belgium, but I'm going to pick up a small dog (witch I am adopting) in portugal. I travel with TAP air portugal.
so, BRU - lisbon is without dog, lisbon - brussels I have the dog with me, in cabine.
I can't make the booking for the dog online.
can I do that on the airport of lisbon, at the moment of the returnflight??
