In this case Air India is providing ground handling services to Tiger Air in Chennai. For Tiger Air, Chennai is neither their hub nor one of their base / focus cities. And their operations in Chennai doesn't have the critical mass required to have their own staff.
Ground Handling will include all support activities since an aircraft lands in an airport till it takes off from the airport. This will include Catering, Ramp Service and Passenger Service. A number of airlines / agents provide these services for a fee to other airlines.
Quite often Airports restrict the number of operators who can provide Ground Handling services in an airport. In such scenarios, airlines would be forced to outsource these services to an airline / agent providing these services in the airport. -
