You need to ask the airlines you are using this question. Some airlines will only allow animals of the same type to be crated together. If they are traveling as checked baggage then call the reservations desk. If they are traveling as cargo, then you should ask the cargo department of the airline you are using.

Looks like the Department of Agriculture will allow two puppies or kittens of the same size and weight to travel together in one crate, but if you dog and cat are not the same size there may be a restriction that will not allow it.
