It depends on the airline but if you are planning to ship the pets un-accompanied by Delta Air Cargo then they will accept both pets in the same pet crate if it is large enough.

Swimming thru rivers of information. Most info. is not complete on air travel with pets...so now looking at shipping using Delta. (Maybe a week before I fly?) My question: Does anyone know if two small dogs can fly together in the same crate. They are around 30 pounds total.
